- Excellent draft&#60;br /&#62;
- Point 8. Opt for local staff, regional organization (given issue of sustainability and the orientation of the business case), for the virtual community I will advocate for already established platform to partner with and not establish a new one (so importance in our market survey to identify possibilities)&#60;br /&#62;
- Point 9 Management and governance: no problem&#60;br /&#62;
- Point 10 Potential funder: canadian CIDA, they just awarded 40 millions USD to the H4 and we could strategically present the project as a deliverable of the H4&#60;br /&#62;
- Point 11 Evaluation: I opt for an evaluation plan, not only some indicators as listed. We need clearly a design (pre/post, intervention, control), our clear assumptions about what we want to achieve, the target audience and conduct an assessment before and after the project.&#60;br /&#62;

2.	Section 8: Please look at the options outlined in section 8 for each of the helpline, virtual community and journal activities . Which options do you think we should develop for the final business plan and why? To provide some background, please also look at the  websites listed below, and add any others you think we should look at. We had specifically discussed CHAIN as a possible site to link up with. The advantages are that provides a ready made structure for establishing a community of practice. It isn’t developing country focused now, but we have had some preliminary discussions which suggest that it could have a special stream on this where we retain the MaNeo platform but use their systems. Business plan gives more details - any thoughts?&#60;br /&#62;
3.	Section 9: Would you like to share any requirements you would like to see in the governance and management structure?&#60;br /&#62;
4.	Evaluation plans. Can you suggest any intended outcomes (or indicators of success) which will strengthen the case for funding and help with evaluation planning?&#60;br /&#62;
5.	Costs – hope its clear from our discussion that by emphasising a “sustainable” business plan, this does not mean that we don’t put forward a budget for our costs! Can you give us some of your thoughts on what sort of items of expenditure you expect to  incur to run this at your unit, and if possible, some unit costs of each.&#60;br /&#62;
6.	Funders – any ideas on who we might approach, based on your interviews to date, or people you have spoken with?&#60;br /&#62;
7.	We could eventually present the business case as a consortium (this might be quite a complicated thing to do), or with one leading partner which would be the main site of key activities. I think a developing country partner lead is more likely to get funding. What do you all think? Any volunteers or nominations for leading?&#60;br /&#62;
8.	Please comment on any other aspects you wish to. Your inputs would be very helpful to Jillian and I as we prepare to send the next version to you!&#60;/p&#62;

&#60;p&#62;For my part, I'm preparing for the next cohort of MSc students at the London School of Hygiene and Tropical Medicine and thinking about the next Ipact training course which will be held in Dhaka, Bangladesh in December. I'm looking especially carefully at two sessions: the economic evaluation and the session on checking quality of data. If anyone has any thoughts about these two (or any others for that matter) please let me know.&#60;/p&#62;
&#60;p&#62;I'd like to tell you about a document I received this morning from Dr Vincent Fauveau, senion RH advisor with UNFPA. It's a handbook for Monitoring EmOC. &#60;/p&#62;

&#60;p&#62;Executive summary (extract)&#60;br /&#62;
In June 2006, an international panel of experts participated in a technical consultation in Geneva to discuss modifications to the existing indicators for EmOC and revisions to the Guidelines, taking into account the accumulated experience and increased knowledge in the area of maternal health care. The present handbook contains the agreed changes, including two new indicators and an additional signal function, with updated evidence and new resources. &#60;/p&#62;
&#60;p&#62;The purpose of this handbook is to describe the indicators and to give guidance on conducting studies to people working in the field. It includes a list of life-saving services, or ‘signal functions’, that define a health facility with regard to its capacity to treat obstetric and newborn emergencies. The emphasis is on actual rather than theoretical functioning. On the basis of the performance of life-saving services in the past 3 months, facilities are categorized as ‘basic’ or ‘comprehensive’. &#60;/p&#62;
&#60;p&#62;The section on signal functions also includes answers to frequently asked questions.&#60;br /&#62;
The EmOC indicators described in this handbook can be used to measure progress in a programmatic continuum from the availability of and access to EmOC to the use and quality of those services.&#60;br /&#62;
The indicators address the following questions:&#60;br /&#62;
• Are there enough facilities providing EmOC?&#60;br /&#62;
• Are the facilities well distributed?&#60;br /&#62;
• Are enough women using the facilities?&#60;br /&#62;
• Are the right women (i.e. women with obstetric complications) using the facilities?&#60;br /&#62;
• Are enough critical services being provided?&#60;br /&#62;
• Is the quality of the services adequate?&#60;/p&#62;
&#60;p&#62;The handbook provides a description of each indicator, how it is constructed and how it can be used; the minimum and/or maximum acceptable level (if appropriate); the background of the indicator; data collection and analysis; interpretation and presentation of the indicator; and suggestions for supplementary studies. There is a further section on interpretation of the full set of indicators. Sample forms for data collection and analysis are provided.&#60;/p&#62;
&#60;p&#62;Use of these EmOC indicators to assess needs can help programme planners to identify priorities and interventions. Regular monitoring of the indicators alerts managers to areas in which advances have been made and those that need strengthening. Close attention to the functioning of key services and programmes can substantially and rapidly reduce maternal mortality in developing countries.

<description>&#60;p&#62;Certes le cours en monitoring et évaluation des programmes de santé maternelle et néonatale a montré toute son importance à l'épreuve des documents de stratégie de réduction de la mortalité maternelle et néonatale des pays participants, mais il reste à suivre l'application des habiletés acquises par les participants à travers la documentation des expériences réussies et des échanges entre pays.&#60;br /&#62;
De notre côté, nous ne manquerons de partager les bonnes pratiques et leçons apprises de nos travaux de suivi et d'évaluations tout comme solliciterons-nous les collègues dans ces exercices à chaque que cela s'avérera nécessaire.&#60;br /&#62;

<description>&#60;p&#62;j'ai bénéficié d'une importante source de connaissance inoubliable à Rabat au Maroc. Cette formation m'a permis des réactions très pointues en matière de monitoring et d'évaluation.&#60;br /&#62;
Dès mon retour au pays, j'ai partagé mes connaissances acquises avec les médecins coordonnateurs des districts sanitaires dont j'assurais le suivi. C'est avec une grande satisfaction que ces derniers ont apprécié ces compléménts d'informations;&#60;br /&#62;
Je viendrai souvent échanger avec vous sur certains sujets pour mieux connaitre leur signification et leur portée.&#60;/p&#62;

&#60;p&#62;Le cours a été une opportunité excellente pour le renforcement des connaissances en particulier en ce qui concerne l’importance des recherches pour l’évidence de ses résultats, comme appui pour l’optimisation de la gestion des cas en santé de la reproduction.&#60;br /&#62;
Au même temps cela a été une opportunité unique pour partager les expériences des différents systèmes de santé.&#60;br /&#62;
« La convivialité dans la diversité culturelle a été une autre face très appréciée »&#60;/p&#62;
&#60;p&#62;Ce cours m’a apporté beaucoup  de connaissances en matière de santé publique&#60;br /&#62;
Les transferts de compétences de la part des enseignants sont meilleurs et ça m’aide à améliorer mes études en SP car je suis en train de terminer mes études en SP&#60;br /&#62;
Ce cours me permet d’améliorer mes compétences en matière de suivi –évaluation dans le ministère de la santé où je travaille en apportant une valeur ajoutée dans l’amélioration du système de santé pour atteindre les OMD.&#60;/p&#62;
&#60;p&#62;Pour la promotion des renforcements des compétences, ce cours était une occasion pour stimuler l’esprit critique et la créativité qui pourraient avoir un impact positif et durable sur les programmes de santé maternelle et néonatale.&#60;br /&#62;
Toutefois, il serait intéressant de créer l’occasion d’échanges entre les participants entre les participants (stratégies des pays, système d’information, modalités de suivi et d’évaluation)&#60;br /&#62;
Une visite des structures d’accouchements du Maroc serait intéressante&#60;br /&#62;
Je souhaite qu’à la fin du cours chacun s’engage à la réalisation d’une évaluation et à partager avec les autres.&#60;br /&#62;
Je souhaite que les encadrants et participants gardent le contact&#60;br /&#62;

En tant que responsable de la base de données de la direction de la santé de la mère et de l’enfant, elle m’a permis de mieux comprendre les indicateurs calculés et d’effectuer une meilleure analyse et exploitation à l’avenir&#60;br /&#62;
En tant que formateur / encadreur de stage et superviseur en maternité sans risques, elle me permettra de participer activement à l’évaluation de notre programme&#60;/p&#62;

En effet, c’est une formation qui à travers la pertinence de son contenu m’a permis d’améliorer mes compétences en suivi évaluation des programmes SMN&#60;br /&#62;
De plus, en tant que responsable du système d’information, j’ai beaucoup apprécié les sessions sur le monitoring&#60;br /&#62;
Je suis désormais mieux outillé pour un transfert de compétences aux équipes locales de districts&#60;/p&#62;
&#60;p&#62;Nul n’ignore l’importance et l’intérêt particulier que vous accordiez à cette formation, vous avez su lui donner un sens positif malgré la contrainte du temps&#60;br /&#62;
C’est un cours qui mérite d’être dispensé pendant un mois afin de l’assimiler parfaitement sur ce je n’ai rien à dire, vous êtes en mesure d’accompagner les équipes des différents pays par vos judicieux conseils et vos précieuses orientations&#60;/p&#62;
&#60;p&#62;Le cours et intéressant et m’a permis de maîtriser les concepts de monitorage et d’évaluation&#60;br /&#62;
Pour le prochain cours, recommander aux participants d’amener des ordinateurs portables&#60;br /&#62;
Développer un peu la partie outils de mesure&#60;/p&#62;
&#60;p&#62;Initiative noble et louable à encourager car cette formation permet de renforcer davantage le partenariat sud-sud&#60;br /&#62;
Les enseignements et expériences partagées entre les différents ont permis d’améliorer les connaissances des différents participants&#60;br /&#62;
Nous pouvons vous affirmer que nous sortons de cette formation très satisfaits.&#60;br /&#62;
Avec ces nouvelles connaissances nous sommes amenés à contribuer efficacement à la lutte contre la MM et néonatale dans nos pays respectifs.&#60;/p&#62;
&#60;p&#62;Le cours monitoring et évaluation est bon dans son ensemble et très riche en thèmes d’apprentissages mais le temps alloué est relativement court pour maitriser toutes les méthodes et pratiques d’évaluation d’un programme&#60;br /&#62;
Suggestion : prolonger la durée de la formation pour 4 semaines &#60;/p&#62;
&#60;p&#62;Le contenu du cours très satisfaisant aussi bien monitoring qu’évaluation&#60;br /&#62;
Seulement pour l’évaluation qualitative, nous avons besoin d’un exemplaire de questionnaire appliqué sur un cas pratique&#60;br /&#62;
Cela nous permettrait de mieux consolider l’approche&#60;br /&#62;
Aspects pédagogiques : très satisfaisant : les cours théoriques appliqués à la pratique ont permis de vivre la réalité du cours&#60;br /&#62;
Cependant nous savons que c’est difficile de faire la synthèse des multitudes de cas qui peuvent se poser mais une synthèse nous permettrait de mieux systématiser  nos compréhensions&#60;br /&#62;
Durée du cours/ Satisfaisante cependant nous sommes inscrits dans une dynamique de faire le plaidoyer aux pays pour que d’autres responsables de régions de districts puissent s’inscrire mais la durée pourrait être un frein&#60;br /&#62;
Serait-ce possible de tenir un atelier de 15 jours sans pour autant que la qualité du cours ne puisse en souffrir ?&#60;/p&#62;
&#60;p&#62;C’est un cours très intéressant et très important pour l’évaluation des performances des programmes de santé, mais pour ce faire et en bénéficier davantage Il faut que les pays aient les mêmes démarches dans les exécutions des programmes et les mettre de temps en temps à faire eux même une certaine évaluation d’un ou deux programmes bien définis pour eux pour leur permettre de parler le même langage dans l’évaluation.&#60;br /&#62;
Il est fort utile d’organiser le cours dans les pays qui accusent un retard dans les évaluations des programmes prioritaires pour que le système de santé puisse évoluer et chercher la qualité  des prestations et la performance&#60;br /&#62;
Il faut ressaisir les pays les moins avancés dans leurs systèmes de santé de fournir l’effort d’être au même diapason que ceux de la sous région car ils ont la possibilité si les organisations internationales (OMS  UICEF   UNFPA….) jouent leur rôle de conseiller et guider les détenteurs d’enjeux dans le bon chemin&#60;br /&#62;
